Title: Inside Brazil’s AI Regulatory Sandbox: Practical Lessons on Intake, Protocols, and What We’ll Improve Next

Abstract:

This talk shares early, hands-on lessons from Brazil’s national AI & Data Protection Regulatory Sandbox coordinated with the ANPD, focusing on the selection phase. We will walk through how we structured the application form to surface eligibility, intended uses of AI, data flows, safeguards, and compliance posture in a way that is comparable across applicants. We will also cover our communications checks, including test emails, contact validation, and simple evidence receipts to ensure reliable and auditable exchanges during triage. On process, we outline the initial protocols for due diligence (what we verify, how we record it, and how we keep reviewers aligned) and the criteria that guide preliminary scoring and prioritization. Finally, we reflect on what we will improve next: using simpler language for applicants, more straightforward prompts on risk and data categories, more concise guidance for supporting documents, and calibrated rubrics to enhance inter-rater consistency. The session is aimed at regulators, researchers, and industry teams seeking practical templates and lightweight procedures that can be easily implemented to launch or refine a sandbox during its earliest, selection-driven stage.

Mini-bio — Cristina Godoy Bernardo de Oliveira
 
Cristina is a Professor of Law at the University of São Paulo (USP), Principal Investigator at the Center for Artificial Intelligence (C4AI – USP / IBM / FAPESP), and member of the Management Committee of CIAAM – USP (Center for AI & Machine Learning). She holds a PhD in Law from the University of São Paulo, completed a postdoctoral fellowship at Université Paris 1 Panthéon-Sorbonne, and has been an Academic Visitor at the University of Oxford. She coordinates Brazil’s national AI & Data Protection Regulatory Sandbox with the ANPD and serves as Chair of the Task Force on AI & Ethics at Columbia University. With a background in Law and ongoing work in computing and cloud governance, her research and practice focus on AI governance, data protection, transparency, and compliance-by-design for public institutions and regulated industries.

Mini-bio — Rafael Meira Silva
 
Rafael Meira Silva is a lawyer (PhD in Law from the University of São Paulo) and co-founder of MGRC | Meira & Godoy Regulatory Consulting (Paris / São Paulo). A former Director at the São Paulo State Office of the Comptroller General (CGE-SP), he led integrity, anticorruption, and institutional accountability initiatives, and completed a doctoral research stay at the Public Law Department of Université Paris 1 Panthéon-Sorbonne (Paris). He works at the intersection of cloud, security, and AI governance, with deep expertise in cloud governance. His research includes Brazil’s Access to Information Law (LAI) as a lever for access to justice and social oversight. Rafael contributes to the ANPD regulatory sandbox (cloud security track) and holds a Post-Graduate Certificate in Cloud Computing (Caltech). He designs practical compliance workflows, encompassing risk scoring, documentation, and operational controls, to make regulatory requirements auditable and scalable for AI-enabled organizations.
